Thanks Robert for answering my questions.

It does indeed appear that the proprietary software has replaced the
mkntfs command and that is the reason the partitioning fails.

Some options available to you are (A) to remove the proprietary
software, or (B) use GParted by booting from live media containing
GParted such as GParted Live [1].

Bug description:
  When I use gParted to try and create new ntfs file system it uses the
  command: mkntfs -Q -V -F -L 'Win10' '/dev/sdc4' and get Error in
  argument: "-Q". I open terminal window and omit the -Q option and
  place the name after the -v option ( -v:Win10 ) and change the -F to
  -f, then it works.
