Also will be good to implement some GUI in System Settings for quickly
and easily change/disable grub timeout by user.

  Decrease default grub timeout from 10 to 3 secs or disable it

Status in grub2 package in Ubuntu:
  New

Bug description:
  At now Ubuntu have default grub timeout as 10 seconds:
  GRUB_TIMEOUT=10
  And provide no ways to easy remove or change this timeout to lower value via GUI.

  So now each Ubuntu user at each boot must wait 10 seconds or press
  keys for increase boot. And only improved users know how to change it
  via editing /etc/default/grub file.

  10 seconds is too long for regular users, because most of time users
  use default value, and change to other boot items very rarely.

  Disabling timeout to zero is too brave step, so maybe we decrease this
  time to 3 seconds?
