This attempt failed because of the noefi. What happens when you don't
specify that?
** Changed in: grub-installer (Ubuntu)

Title:
ubuntu complete installation failed, grub problem (noefi on boot
manuallz added)
Status in grub-installer package in Ubuntu:
Incomplete
Bug description:
Installed HP 250 G6 with delivery of DOS OS.
BIOS settings: UEFI and secure boot disabled
USB stick (UEFI) with Ubuntu 18.04 LTS desktop amd64
Manually added *noefi* to boot because previous tries always got
frozen in grub2 installation because EFI cannot be written.
