Steps to reproduce
Upgrade from 16.04.5 to Ubuntu 18.04.1
Reboot the computer
The computer takes several minutes to reboot
The computer hangs on a purple screen not even showing the Ubuntu progress logo
Eventually the login screen shows up.

The hardware is 
16-core processor
32gb RAM
2GB per second I/O m2.nvme SSD

There is no excuse for these boot times.
Ubuntu 12.04LTS booted in less than 10 seconds on the same hardware.

What should happen.
sudo reboot
10 seconds or less later
greeter shows up
login and use the computer
