Public bug reported:

I'm using 18.04.1 for the first time and noticed instead of ifupdown,
netplan is used.  I'm trying to connect via wifi and noticed the
wpa_supplicant.conf file created doesn't support a way to configure
ssid_scan=1.  My access point is hidden and on my other servers running,
16.04.5, I wasn't able to get it to work unless I added ssid_scan=1.
