You seem to not have the fairly import package ubuntu-minimal installed.
Please install it and attempt the upgrade again.  Thanks!

  Failure upgrading to 18.04 from 16.04.

  Incomplete

Bug description:
  It fails with possible reasons being the following:
  * Upgrading to a pre-release version of Ubuntu
  * Running the current pre-release version of Ubuntu
  * Unnofficial software packages not provided by Ubuntu. 

  There are additional software packages not provided by ubuntu that are
  installed on the system, but they have not blocked updates in the
  past. Packages like Keepass, Dropbox, Crashplan,
