[Bug 1787696] [NEW] Start network option prints errior about /etc/default/rcS, fails to return to menu

On 18.04.1, the 'start network' option on the recovery menu prints this
error on screen
/lib/recovery-mode/recovery-menu: line 75: /etc/default/rcS: No such
file or directory
and gets stuck after

[ OK ] Listening on Load/Save RF Kill Switch Status /dev/rfkill Watch.
[ OK ] Reached target Sound Card.
Pressing Enter does nothing, pressing Ctrl-C resumes the boot.
As such, there is currently no way to start the network from the
recovery menu (other than doing it manually from the root shell), and
remounting / rw needs to be typed manually on the root prompt as well.
(Either result of this option is good to have when guiding less
experienced users through recovery for remote support.)
