[Bug 1787797] [NEW] Can't upgrade server from 16.04 to 18.04.01

DISTRIB_ID=Ubuntu
DISTRIB_RELEASE=16.04
DISTRIB_CODENAME=xenial
DISTRIB_DESCRIPTION="Ubuntu 16.04.5 LTS"

Trying to upgrade from 16.04.05 server, by launching do-release-upgrade,
the system was not able to continue and restored the old system.

I have also run   ubuntu-bug ubuntu-release-upgrader-core and sent the
report, which I am also attaching here.
