It depends on a lot of things. Protected are:

* running kernel (during last kernel upgrade)
* kernel last installed
* highest version number
* second highest version number


/etc/apt/apt.conf.d/01autoremove-kernels should tell you what's going on.

Bug description:
  To free up space in /boot, I ran "apt-get autoremove.

  Before running the command, I had 4 kernel packages installed:

  linux-image-extra-4.4.0-109-generic
  linux-image-extra-4.4.0-112-generic
  linux-image-extra-4.4.0-116-generic
  linux-image-extra-4.4.0-92-generic

  Afterwards, the 3 kernel packages remaining were:

  linux-image-extra-4.4.0-112-generic
  linux-image-extra-4.4.0-116-generic
  linux-image-extra-4.4.0-92-generic

  It would appear that the packages to be removed are selected based on
  a numeric sort, and linux-image-extra-4.4.0-92-generic has the highest
  version number.
