[Bug 1788656] [NEW] DEP8 failing due to missing public key files

Public bug reported:

The DEP8 tests of paramiko 2.4.1 are failing due to missing public keys
in tests/cert_support. Upstream tarball at pypi is missing these files,
but the release tarball from github (which does not contain docs) has
them.
