Yes as you can see there are no updates to install, so a clickable
install button would be wrong.

Kernels can be removed from that screen so IMO it would make sense for
the button to turn into a different one.

Bug description:
  If update-manager presents several things to install and I do not want
  to install the first thing by unticking that line then the "install"
  button does not get active.
