[Bug 1789130] [NEW] netplan apply doesn't activate NetworkManager

Public bug reported:

Starting with the Ubuntu Server install, I get netplan driving systemd-
networkd by default.

If I change /etc/netplan/01-netcfg.yaml to point to NetworkManager,
"netplan apply" doesn't fire up NetworkManager.

Attached screenshot illustrates what I see.
