[Bug 1789657] [NEW] Distro upgrade from lubuntu 16.04 to 18.04 crashes on lubuntu-core installation

Public bug reported:

I was trying to upgrade my distro using the Software Updater on my
Lubuntu installation, but crashed while installing Lubuntu-core.

I tried to install lubuntu 18.04 before on my laptop (omen by hp
15-ce002la) but failed several times with different usb and burners, so
i sticked with 16.04 instead which worked great.
