[Bug 1789769] [NEW] when upgrading software updater should not ask questions for which the user has insufficent knowledge to decide

I believe it is reasonable to assume that Software Updater is capable of
ascertaining *before* starting the upgrade whether there are any
questions that need answers in order for the upgrade to proceed.  Surely
is *not* reasonable to expect every user to be knowledgeable about all
details of the system.  As a case in point, when upgrading from 16.04 to
18.04, I was asked to choose between Gnome3 and Lightdm when I had never
even heard of either before.
