Status in ubuntu-release-upgrader package in Ubuntu:
  Confirmed

Bug description:
I performed a upgrade from Ubuntu server 14.04 to 16.04 and it seems
something in the update went wrong. Below the log from screenlog.0

Now ?I'm unable to do any package installation or update as I always
  receive the error with /sbin/udevd

I checked and /sbin/udevd is not existing. As requested the files of
  /var/log/dist-upgrade/ are attached

chmod: cannot access '/sbin/udevd': No such file or directory
