This has been fixed (due to the change to journald).

Bug description:
  The current deps make installing syslog-ng remove ubuntu-minimal. If ubuntu-minimal were to depend on:
  sysklogd | system-log-daemon then one could install syslog-ng without removing ubuntu-minimal.
