Ubuntu 12.04 (precise) reached end-of-life on April 28, 2017.

3.2.0-49-generic, GNOME 3.4.2
Failure occurs on any ppa I've tested so far.
Sample: W: Failed to fetch http://ppa.launchpad.net/team-xbmc/ppa/ubuntu/dists/precise/main/binary-amd64/Packages 403 Forbidden
I can successfully ping/resolve ppa.launchpad.net
