graphviz has been demoted to universe, but I'm still keeping the bug
open since eventually, gtk2 will be removed from Ubuntu.

Title:
  graphviz: Disable gtk support?

Status in graphviz package in Ubuntu:
  New

Bug description:
libgvc6-plugins-gtk is one of the last dozen things to keep gtk2 in
  main.

libgvc6-plugins-gtk has only one reverse dependency in Debian and
  Ubuntu : libgraphviz-dev

There are a few ways to fix this problem:

  1. Port graphviz' gtk support to gtk3, or
  2. Disable gtk support in graphviz, or
  3. There's a hack where we could drop libgraphviz-dev from the supported seed.

For reference, the bug requesting that graphviz be built with gtk
  support is LP: #163142
