[Bug 1747958] [NEW] efibootmgr doesn't alter timeout

Public bug reported:

If I invoke <code>sudo efibootmgr -t 5
 to alter the timeout of the uefi-bios  
I got an error-message like this:
efibootmgr: Can't change Timeout, invalid arguments. 

Ubuntu 16.04 LTS amd64, secure boot enabled, grub2, efivars 0.23.2
efibootmgr 12.4
