Given the issue you have was correlated to a failed upgrade, your best
bet is simply to reinstall via http://cdimage.ubuntu.com/daily-
live/current/ .

However, if you cannot reinstall, then you would need to provide the
missing information following

  updates will not install

Status in update-manager package in Ubuntu:
  Incomplete

Bug description:
  Updates will not install. I removed firefox  and it will not
  reinstall. I am not very knowledgeable I rely could not do any repair
  work. the ms is roughly that old programs will not uninstall and new
  programs will not install. ubuntu 16.04.3lts oh yes, my up dates told
  me that a new OS system was available and I thought I would install it
  but I found later on it was not finished and that it was not a long
  term system any way opps I think that is where I stubed my tow. Any
  way I have a mess. I am tempted to just reinstall this system. Dan
