[Bug 1748639] [NEW] system doesn't boot on battery

Public bug reported:

Since migration from 17.04 to 17.10, ubuntu doesn't boot on battery. It
blocks on the splash scree.

If I put the power charger in, it boots as usual.

I'm not alone in this case:
