Title:
  system doesn't boot on battery

Status in ubuntu-release-upgrader package in Ubuntu:
  Confirmed

Bug description:
  Since migration from 17.04 to 17.10, ubuntu doesn't boot on battery.
  It blocks on the splash scree.

  If I put the power charger in, it boots as usual.

  I'm not alone in this case:
