[Bug 1749886] [NEW] said it could not install chrome desktop

Public bug reported:

I was installing the upgrades when it said it could not complete because
it could not install the desktop.   The partial install program told me
to send this bug report.  I am using Ubuntu 16.04.  This is the first
bug I have ever had with Ubuntu so I am not complaining.
