Looks like the SRU is complete, and as far as I could tell in my manual
testing it doesn't break on having /etc/network/ifupdown with just
comments...

  As per the title:

  nplan 0.33 needs to wait until juju-core 2.3.2 is SRUed in Xenial

  Otherwise deploying bionic from a xenial host might lead to a broken
  bionic deployment, which would be bad.
