Looks like whatever the blocker was has been resolved and gnupg2
2.2.4-1ubuntu1 is now available in Ubuntu bionic.

  GnuPG 2.1.15 was released in August 2016:

  The current version is 2.2.4, released December 2017 and which
  includes important new functionality.

  Can we get this packaged up in time for Bionic's public release?
