[Bug 1751357] [NEW] Ubuntu 16.04.3 LTS iso VGA installation does not work on Cavium ThunderX CRB

Public bug reported:

VGA interface OS installation is not possible. User is required to use
the RS-232 console to install. On the VGA interface, the very first OS
install selection banner is not printed. The attached screenshot is the
output of the VGA interface. There is not further output after this.
Will the console continues to prompt for OS installation
