As per discussion with Laney, merges:

Artful: https://sigma.unit193.net/source/debhelper_11ubuntu0.1~ubuntu17.10.dsc
Xenial: https://sigma.unit193.net/source/debhelper_11ubuntu0.1~ubuntu16.04.dsc

This was a merge from stable-backports as that contains the reverted
changes for R³.  The version '11ubuntu0' such that it fulfills the
requirement of 'debhelper (>= 11)'
