This suggests that your firmware is in some inconsistent state, as it
should be possible to read the contents of these EFI variables from
within the OS, but you get failures when doing so during the upgrade;
but your bug report contains the content of these variables, meaning
they were readable at some later point.

Were you later able to complete the upgrade?  I.e., does 'sudo apt -f
install' return immediately in a terminal?
