  System virtual keyboard appears without clicking text field.

Bug description:
  The default Ubuntu system keyboard is appearing and activating on the
  screen, taking the foreground, upon clicking anyplace with the
  touchscreen - even non-text areas. This causes whatever task I am
  doing to be interrupted with and interfered by the virtual keyboard.
