It will only build with bionic-proposed atm, because of the build-dep
bump to 1.2.3. That package is currently held in excuses because of the
missing builders:

      - sync all required branches
    * Standards-Version: 4.1.3 (no change)
    * Move to debhelper compat 11
    * Move libpam-winbind: to section admin
    * Move libnss-winbind: to section admin
