Please show the output of systemd-resolve --status when this problem
occurs.

The list of DNS servers is not an ordered list.  If you need the VPN DNS
server to be used because it returns different records than the public
DNS, then you have a "split DNS" configuration; seeing this output will
help us diagnose whether this is configured correctly in systemd-
resolved.  It's possible that the NM strongswan plugin does not
correctly feed split DNS information to systemd-resolved.  (The network-
manager-openvpn plugin, for comparison, does.)

  I connect to a vpn using strongswan nm. When connected a new dns
  server is added to systemd-resloved and can be observed via systemd-
  resolved --status as beeing the first in the List. But this dns server
  is not beeing queried while resolving.
