I ran into the same problem when updating from a fully patched artfull
to bioninc using the following apt sources:

(Originally it was same with artful).

I have a lot of other ppa sources lists, but the strange thing is that
after dist-upgrade, the issue persists however after reboot the system
works as usual when removing the seccomp fix proposed in #2.
