[Bug 1779928] [NEW] unable to install Ubuntu to laptop HDD from thumbdrive.

Public bug reported:

Attempting to install Ubuntu from a thumbdrive to the HDD on an HP
Pavilion laptop. After some finagling, managed to get laptop to boot
from thumbdrive. Went through the usual dialog to select installation
options, then told it to start the installation. It went to the progress
bar for the installation, but didn't get very far in before popping up
an error message stating that it had failed to install "grub-EFI-
amd64-signed" to /target/ . Closing that dialog window closed out the
installation attempt, with the HDD in question left unbootable, and
opened the window to start the process to make a bug report. I was
unable to determine the exact Ubuntu release I'm using, but the
thumbdrive was created from an image downloaded from Ubuntu.com on
2018-07-02, for the default desktop version (not for server or any of
the alternative variants of the distro).
