Hello Emma, this sounds a lot like a bug I experienced when upgrading
from 16.04 LTS to 18.04 LTS: https://bugs.launchpad.net/ubuntu/+source
/ubuntu-release-upgrader/+bug/1768379
This bug should have been fixed yesterday, though. Can you explain how
your upgrade happened? Did you notice any error messages along the way?
Can you please run apport-collect 1781663 once you've gotten a working
command prompt?
