I think this should be reopened. I just ran into the same issue here are the details:

I used a 18.04 iso; the ssd had never been used - i select custom setup so i can create partition sizes. The 18.04 installer chooses to use fat filesystem and then fails install grup.

Clearly there is a bug here that it is creating the wrong kind of
partition and then failing. The system itself is configured to use uefi
boot or legacy (required for usb boot). You mark this invalid because
the disk ends up being configured to boot in bios mode but that is in
fact the bug. We should be able to partition the disk as we see fit but
the install process should create an appropriate partition table to
install grub.
