[Bug 1782224] [NEW] Xenial fails to boot on a degraded array

Public bug reported:

This is similar to what was reported as fixed in bug 1635049 and
described here:

Automatic booting with a degraded array fails. One must wait for the
initramfs prompt and manually assemble with "mdadm -IRs" to continue.

I see mdadm 3.3-2ubuntu7.6 installed.
