Title:
Popularity contest should run with ionice -c3 in cron

Status in popularity-contest package in Ubuntu:
  New

Bug description:
Running popularity-contest via cron is sometimes very disruptive
because of the high disk activity. It would be nice (pun intended) to
run it through ionice to change the class to idle.
