You don't seem to have the universe repository enabled and subsequently
the release upgrader is not able to calculate the upgrade as the
lubuntu-desktop package comes from there. Please enable universe and try
the upgrade again.

Bug description:
  Hello all,

  I can't upgrade from lubuntu 17.10 to 18.04. It begins the upgrade
  process then I get the message that the upgrade can't continue and to
  send a report through terminal using the command 'ubuntu-bug ubuntu-
  release-upgrader-core'. That's all I can tell you.
