[Bug 1775581] [NEW] networkd-dispatcher ignoring status changes

Hi,

Canonical recommends under 
https://netplan.io/faq#bring-interfaces-up-or-down

to use networkd-dispatcher as a replacement for /etc/network/if-up.d, and to take interfaces up and down with 
ip link set enp3s0 up
ip link set enp3s0 down


I've configured netplan to create a local bridge, which works, and ip link configures it up and down.

But networkd-dispatcher does not execute the script I've put in /usr/lib
/networkd-dispatcher/routable.d . An strace shows that it does not do
anything, not even take notice of the status change.

Since networkd is related to systemd I've tried

systemctl stop sys-devices-virtual-net-vlan0.device

instead (vlan0 is the name of the virtual bridge), which just does not
terminate and hang forever.


I currently don't see how to port services, that were running well since
8.04, onto 18.04. I just don't see a plain and clean way to start
services for particular interfaces (here: configure iptables, start a
dnsmasq instance for this interface,...)
