The problem appears to be that you installed a version of libpcre3 from
a PPA (deb.sury.org) that's newer than the version in bionic. During
your upgrade, libcpre3-dev wants to be installed from the main archive,
but that depends on a lower version of pcre3, and downgrades are not
supported, and hence the upgrade failed.

You might want to try to manually downgrade libpcre3 to the version in
xenial (or bionic) and then try to finish the upgrade.
