[Bug 1778721] [NEW] installer failed to install grub

Public bug reported:

fresh install on a new machine

gigabyte h310m sh2
intel i3-8100

cannot "try without installing"
and the installer cannot install grub when installing.

the only mode i could install was the OEM install, and then boot from recovery mode, and then choose resume, then i log in perfectly, but i would like to avoid that.
any ideas?
