after changing /var/lib/snapd/seed/seed.yaml moving 
name: gtk-common-themes
    channel: stable/ubuntu-18.10
    file: gtk-common-themes_319.snap
before the calculator entry as suggested in https://ubuntuforums.org/showthread.php?t=2393347&page=3
now all the snaps are initialized
