I'm not sure the bug is the same, but it appears to be similar.

I tried to use the 26/06/2018 Xubuntu Cosmic image but it failed
differently. Apport asked to create a new bug report, and here is the

Status in grub2 package in Ubuntu:
  Incomplete

Bug description:
  After installing the Xubuntu Cosmic daily on a QEMU/KVM guest in UEFI
  mode, on reboot grub2 fails to boot and shows the following message:

  GNU GRUB  version 2.02

     Minimal BASH-like line editing is supported. For the first word, TAB   
     lists possible command completions. Anywhere else TAB lists possible   
     device or file completions.                                            

  
  grub> 

  I had to use the following commands to boot Xubuntu:

  grub> set root=(hd0,gpt2)
  grub> linux /vmlinuz root=/dev/sda2
  grub> initrd /initrd.img
  grub> boot
