Marking as Invalid because the release is EOL is not correct. Marking as Incomplete. Also, 18.04 is (at the time of writing) still in development, and you should expect some breakage.

Bug description:
  it happened with the update-notifier that stuk at this packet. 
  Starting synaptic (after reboot without any problems) told that grup-pc 2.02~beta2-36ubuntu11.2 is installed already. A reinstall has shown no problems.
