Cyclic dependencies work just fine in most cases.  And well, this one
definitely does.

I suggest you contact a user support channel for whatever problem you
are experiencing, such as IRC, Forums, Mailing lists. Some options are

  I can not install the packages dh-autoreconf, debhelper and dh-strip-nondeterminism, because this three packages depend on each other.
  The Package dh-autoreconf depends in two lines from the package debhelper.
