Your bug report says that:

EFIBootMgr: Error: command ['efibootmgr', '-v'] failed with exit code 2:
EFI variables are not supported on this system.

If efibootmgr says that UEFI is not supported, why do you end up with
shim trying to be installed?  Did you do something to manually select a
UEFI option?

What is the output of 'ls -l /sys/firmware/efi' on this system?
