[Bug 1768190] [NEW] prepend domain-name-servers does not parse

Public bug reported:

"prepend domain-name-servers <custom ipv4 dotted address>;" in
/etc/dhcp/dhclient.conf

fails on Ubuntu from as early as artful and also tested on bionic

the result is that /etc/resolv.conf never shows "nameserver <custom ipv4
dotted address>" however on other distributions this works as expected..
(other distributions use an earlier version of 4.3.1)

simply append this to the dhclient.conf file, or create a lease section
.. it always fails..

perhaps something after 4.3.1 upstream...

please take a look

thanks.

** Affects: isc-dhcp (Ubuntu)
     Importance: Undecided
         Status: New
