sorry, my fault, i didn't put http:// in front of my proxy address.
i supposed that it was working because the base system is retrived form ubuntu server during early fase of download.
bug closed.

Bug description:
  during base system install is reported "can't install selected kernel"
  (translation from italian)

  the system reported an error installing the kernel 
  kernel package: linux-generic

  the netboot iso image is the current image released in date 2018-04-25
