[Bug 1769832] [NEW] Full encrypted system does not accept passwords after upgrade from 17.10 to 18.04

Public bug reported:

After the release upgrade via do-release-upgrade the system does not
accept the password for the encrypted root partition. The password used
has worked before the upgrade.

I have tried typing the password with English keyboard layout as my
standard layout is German.
