  [SRU] Enable support for Rocky Cloud Archive

Bug description:
  Please add support for:

     cloud-archive:rocky
     cloud-archive:rocky-proposed

  This will also need to be SRU'ed back to bionic.

  [Impact]
  End users have to manually enable the rocky cloud archive pockets.

  [Test case]
  sudo add-apt-repository cloud-archive:rocky
  sudo add-apt-repository cloud-archive:rocky-proposed

  [Regression potential]
  Limited - just a data item addition
